§ 54-159. Payment.

(a)

Except as otherwise provided in this article, prior to any connection to the city sewer system, all applicants or owners, as the case may be, shall pay the sewer system impact fee as set forth in section 54-157 directly to the city.

(b)

The sewer impact fee shall be paid in addition to all other fees, charges and assessments due for the connection to the city sewer system and is intended to provide funds only for the consumption of existing facility capacity or for growth-necessitated improvements and additions to the city sewer system.

(c)

The obligation for payment of the sewer impact fee shall run with the land.
